In August it will be one year since TREAT presented our proposal to the Board of Supervisors requesting a Mandatory Spay & Neuter program in conjunction with a No-Cost/Low-Cost Spay & Neuter program. A few months ago TREAT removed the Mandatory request in exchange for a "Litter Permit" in order to get a Spay & Neuter program up and running. It has been a slow process of continued monthly meetings.
The Kern County Board of Supervisors allocated $100,000 for a low-cost spay & neuter program to be used immediately at their June 26, 2007 budget hearing. An additional $100,000 was allocated for use next year. Following the 2 year implementation, the success of this program will be evaluated to determine continued county funded spay/neuter. No mention was made to date of how this program is to be implemented. KCAC was given the task to come up with a plan to enforce the licensing structure to be included by September 2007, but it was not to hold up the immediate use of this money to alter animals now.. We are still working with the Kern County Animal Commission to approve a Litter Permit program, and we will not give up until we are successful. By having a Litter Permit and requesting the Bakersfield Californian to require a permit number when placing ads for animals, we are hopeful this will hinder the unnecessary litters produced from our local backyard breeders.
